Description

### Description

When viewing an AMP Email on the Gmail app for iOS the scroll behavior for the first touch event does not scroll the email.

**Video of reproduced bug:**

### Reproduction Steps

1. Send an AMP Email to your Gmail app for iOS with height larger than the viewport so that you have to scroll (edit: stack a bunch of amp-carousel components on top of each other in the email as shown in the video).
3. Try scrolling the email
4. Witness that the first touch event does nothing.

Misc:
-This is likely a client implementation issue with the Gmail app for iOS when rendering AMP emails. Please route to the relevant team.
-What I hypothesize is the issue is that there must be some transparent UIView sitting on top of the email which disappears after the first touch event.

Research direction

No repository file or test is identified. Start by reproducing the first-touch failure in Gmail for iOS with an AMP Email taller than the viewport and stacked amp-carousel components. Done means determining whether the defect belongs to amphtml or Gmail's client implementation and routing it to the relevant team.
