[amp carousel] Unable to swipe carousel to the last slide

User getting returned to the second slide after attempt to swipe to the last slide

### Reproduction Steps

1. Go to Chrome desktop browser;
2. Switch to mobile view and open dev tools;
3. Open test link with carousel. Example https://playground.amp.dev/?url=https%3A%2F%2Fpreview.amp.dev%2Fdocumentation%2Fcomponents%2Famp-carousel.example.1.html%3Fformat%3Dwebsites&format=websites&_gl=1*1his0yl*_ga*YW1wLVE5bVF2ODgtVmprWlZJbjM3UkxleHc.
4. Click on the right arrow/swipe to the right and navigate to the last slide

Actual Result: User unable to switch to the last slide.

Expected Result: Navigation between all slides should be possible without any problems

Additional info: Issue reproducible on beta and stable amp versions. Problem appears for image and video carousels

Reproduce the issue using the AMP Playground test link in Chrome desktop with mobile emulation, trying to reach the last slide in both image and video carousels. Trace the carousel navigation entry point from that reproduction; done means every slide, including the last, can be reached without returning to the second slide.
