Create Working Group page for wg-components on amp.dev

The ["Working Groups"](https://amp.dev/community/working-groups/access-subscriptions/) page on amp.dev currently does not include wg-components. This is an oversight and this should be updated to show parity with the git working group page (https://github.com/ampproject/wg-components).

Start with the amp.dev “Working Groups” page linked in the issue and compare it with the wg-components GitHub working group page. Add wg-components to the amp.dev listing so both pages have matching coverage, then verify the published page shows the new working group.
