Highlight topic in table of contents.

### Problem
The Table of contents of the documentation can be highlighted as a particular topic enters the viewport.

### Solution
The topic which the user is currently reading i.e inside the viewport should be in *bold* in the table of contents next to the topic. This will let the user know which topic they are currently reading.
