Description
The linter should use `oneBehindFetch()` to fetch validator.js so it dosn't have to be retrieved every time.

Start at the linter code that fetches validator.js and inspect the existing oneBehindFetch() helper. Update the validator.js retrieval to use that helper, then verify that repeated linter use does not fetch validator.js every time.
