Ampli pull generates unnecessary line

First of all, I can't find `ampli` repo, so I assume it's not public. Opening the issue here since the devs should be the same.

When doing a pull for react-native sdk, the file starts with:
```
/* tslint:disable */
/* eslint-disable eslint-comments/no-unlimited-disable */
/* eslint-disable */
// @ts-nocheck
```

Not only seems `/* eslint-disable eslint-comments/no-unlimited-disable */` redundant, since the next line disables all. But by being before the global disable, it gets parsed. And if your project isn't using that plugin, it errors:
```
Definition for rule 'eslint-comments/no-unlimited-disable' was not found.eslint(eslint-comments/no-unlimited-disable)
```

Which defeats the purpose of the disable, since now I have an error blocking the lint.
