Allow publishing a Private Plugin "separately" and not all the PP in the repo together

We would like to allow publishing a new version of a specific PP rather than all the PPs in the plugin repo at once. This will allow the PP developers to better control and manage the PPs.

For each PP version there should be a line in the "Publish" screen, and the user can "Ignore" or "Publish" the version. Ignoring the version will move it to a hidden list (from which the user can restore the version and publish it). Publishing a PP version will add it to the list of the available PP versions, and services or templates which are using the "latest" version of this PP, will get it (in case it's the latest) "automatically".
