🐛 Bug Report: Deleting a plugin from the plugin-catalog doesnt delete it from the list of installable plugins.

### What happened?

Due to a problem with the permissions with the github application, we decided to rollback the ci-github-actions plugin for the time being, hit however resulted in an listing of the plugin with the logo.

### What you expected to happen

When a plugin gets deleted from the plugin api, the plugin should not show up in the list anymore.

### How to reproduce

Delete a plugin form the plugin catalog.
