Add support for a yaml linter

As a newer users of the linters, I am finding good value from the existing ones, but none of my ROS2 param files are linted. I can accidentally forget to define an alias and commit it to my codebase with the error until it is found in runtime checks.

Since there is an [existing yaml linter](https://yamllint.readthedocs.io/en/stable/) out there, I am requesting to and an ament_lint_yaml package.
