Add a notebook into the folder "braket/experimental/algorithms/quantum_circuit_born_machine", so that users know how to use the class QCBM defined in the qcbm.py file.
**How would this feature be used? Please describe.**
The notebook could be basically the code and text in [this blog](https://aws.amazon.com/blogs/quantum-computing/amazon-braket-launches-ionq-aria-with-built-in-error-mitigation/).

See the text above the first code snippet in [this blog](https://aws.amazon.com/blogs/quantum-computing/amazon-braket-launches-ionq-aria-with-built-in-error-mitigation/) where the example of QCBM was cited. The fact this folder does not have a notebook to run not only impact the reader to follow the QCBM example, but also the reader of that blog to understand how to use error mitigation.
