pip biuld does not check build dependencies

* OS version: Fedora 28
* s-tui version: whatever was current in pip today
* Installation method(pip/PPA/source code): pip

This error goes away when redhat-rpm-config package is installed.

Trivial. Python-devel was not installed. It could fail a bit nicer.
