Intel Arc GPU Driver Incompatibility

## Description
Intel Arc Driver 32.0.101.8724 and above breaks ALVR. When launching SteamVR, the FPS drops to 1 FPS as shown by the pink lines in the image below.

The VR tracks but the image updates approx. once per second.

The latest Intel Arc Driver that I have gotten to work is 32.0.101.8629 (released 4/16/2026).
