## Description
Hand tracking runaway network latency with Vive focus 3.
Whenever hands can be seen by the Vive focus 3, the network value in statistics rises until everything crawls to a halt.
If I hide my hands and wait a while, it will eventually catch up and correct itself.

The issue is present in release v20.1.0
I tried the most recent nightly (20/07/2023) and experience the same issue.
I tested with the exact same session.json file, and a Quest 2, the issue did not occur, so seems to be Vive Focus 3 only.
This also happens with controllers.

I have tested over wifi 6E, and tested over 5Ghz, which both show same issue.
