[Bug]: cam control repeat command throttle

### What is the current behavior?

It appears you can't send the same exact command within 30 seconds of each other. Which is not normally a problem except for zoom and if some other problem arises and you need to repeat a command.

### What is the expected behavior?

Clicking the same button twice should be able to send the same command twice.

### Steps to reproduce

1. Click zoom in
2. Click zoom in again
3. Command isn't sent again
4. Wait 30 seconds
5. Click zoom in again
6. Then it sends command
