Description
Here's what's going on. I have an iPhone Xr, running IOS 13.6 (It was originally on IOS 13.3, but I updated it to see if that would fix my issue...it didn't). I've recently come upon an issue that prevents my iPhone from being able to install AltStore onto my phone. I've done everything from uninstalling and re-installing iCloud and iTunes FROM APPLE, tried different Apple ID's, etc. The weird thing is I can get it to install onto my iPad mini 4 just fine...but for some reason whenever I try to install it onto my phone, AltServer just silently crashes...no error message.
I have tried on both of my computers, my main PC and my MacBook Air. I am running the latest version of AltServer. I am on the latest version of iTunes and iCloud that I can be on and both are installed directly from Apple. The Apple ID in questions tells me that AltStore is already installed on other devices...yet this isn't the case whenever I try to install AltStore onto my phone.
I am at my witts end
I'd love to see if there is a way I can fix this issue, and help would be much appreciated.

Research direction
Start by reproducing the AltStore installation on the iPhone Xr running iOS 13.6, using both the reported Mac and Windows environments, and compare it with the working iPad mini 4 installation. Done means identifying the condition behind the silent crash and either restoring installation or reporting a specific, actionable error.
