New app developer verification needed on iOS 26.4beta4?

Description
While attempting to reinstall AltStore onto my iPhone (latest Dev Beta 23E5223k), I found a new apple requirement for sideloading apps as a verification for "enterprise developers" when installing from my computer.
iOS needs this app verification in order to run it, so it tries to verify the app and the developer "via internet" but there's no way of checking, it just stands as "Not verified".
Is there a new limit around this we haven't been noticing yet? There's no way of running other version than PAL on iOS 26.4beta4 at this point.
