Why can’t the functionality of Altdaemon be performed within the Altstore app itself?

I am interested in understanding why AltDaemon’s functionality cannot be performed by the AltStore app proper:

1. Just to clear up things to start, I know that non-jailbroken devices can’t run daemons. As such, I am not asking for AltStore to run as a daemon, or for it to even run in the background at all (however, I do wonder if AltStore could be ran in the background? I know that Cowabunga allows for some form of background running by asking for location permissions). I don’t really care about it “automagically” refreshing sideloaded apps. However,
2. Why can’t the refresh function be ran entirely within the app? This part always confuses me. If it is indeed possible to resign and reinstall iOS apps solely on the device at all, why can’t that same refresh code be ported into the app (or a companion app)?

If anyone can clear this up for me, that would be highly appreciated.
