Update primitives that use datetime inputs to handle timezone aware, timezone naive and date only types properly.

Once [Woodwork Issue 1478](https://github.com/alteryx/woodwork/issues/1478) is completed, all primitives that take Datetime inputs should be updated to use the proper inputs. In particular, binary comparison primitives should not compare timezone aware and timezone naive datetime columns and time information should not be used to generate features for columns that are tagged with `date_only`.
