git diff scanner does not work with `diff.mnemonicPrefix` enabled in gitconfig

In my git config I had enabled the `diff.mnemonicPrefix` setting which broke the git diff todos scanner. I thought that was uses configuration and had not anticipated that this might break downstream applications. `diff.noPrefix` might also be a dangerous user config.

Would be good overriding those options by default via `git -c ...`
