Publishing for Linux runtime from Windows machine is broken

in the nuget targets (https://github.com/alphacep/vosk-api/blob/master/csharp/nuget/build/Vosk.targets), if checks [MSBuild]::IsOsPlatform to decide what library to copy to the output folder.

When publishing on a Windows machine, [MSBuild]::IsOsPlatform(Windows) is always true, regardless of the target runtime.

This means that running on a Windows machine a publish like
dotnet publish -c Release -o "centos-x64" --force --self-contained False -r linux-x64 -f net6.0

ends up with libvosk.dll instead of libvosk.so in the output folder
