Add environment setup instructions to README

The README should contain a super short series of steps that a new user can follow to get their environment set up and run a basic command to test that setup. For example, the README should probably include:
* Conda environment setup
* What linter is being used for the code and how to set it up and run it
* A basic script to run a tiny training job
* Any critical information about required hardware/permissions etc to run the above
