Back Office Hardware doesn't show with custom permissions

### Steps to reproduce
1. Log in as a super user
2. Create a group and apply every permission available to it
3. Create a test user and assign user to group
4. Ensure you have back office hardware
5. Log in as the test user, and try to look at Back Office Hardware - nothing appears
6. Try to add a back office asset, and it will break as region permissions are not respected.

### Expected behavior
I would expect that when you provide "Back Office Asset" and its component parts users would be able to manage hardware.

### Actual behavior
Back office hardware list only appears to superuser users, not users in a custom group.
