docs: update allcontributors.org with development docs once we have modernized pipelines in place

See this discussion. Essentially, as I've been updating things, I'm trying to document as I go -and I'm adding some history to the file as well because we are all making design decisions as we modernize. At some point, we likely want to take the development.md file and summarize and update it with the modern workflows that we are creating. This issue is a reminder to us to do that once the infrastructure is a bit more stable.
