在一些场景下，会需要通过service上配置的kt-virtual-environment/rule来定义额外的VirtualService规则，如URI重写，延迟注入等。如果不给只有一个路由规则的service生成virtualservice，实际使用时就会和预期效果不符

Start with the virtual-env-operator reconciliation path for a new service and review the context from issue #26. Reproduce a service configured with one kt-virtual-environment/rule, then verify that a VirtualService is generated and preserves the rule's expected behavior.
