release v1.27.16 win10 error

error1:
在 OUTPUT 显示
Client network socket disconnected before secure TLS connection was establishedGET https://xxx.cn-hongkong.fc.aliyuncs.com/2016-08-15/services?nextToken=&limit=50 failed.
error2:
在TERMINAL 显示
$ & "~/.aliyun-serverless/bin/fun.exe" init custom-golang -o d:\Work\basic\project
bash: syntax error near unexpected token `&'

**To Reproduce**
Steps to reproduce the behavior:
1. error1 是 安装插件输入玩 id key等信息后 出来的
此时 remote resources 里已正常显示 已有的函数
2.error2 是 在local resources 创建了一个本地函数 后出现的.
