issue downloading 2017 traces

Description
I have been trying to download 2017 traces from the two links below.

but each time I receive error 403(forbidden error) and I am told I don't have access and permission to download files. i have used both download manager method and wget method that was mentioned in other similar issues. and I also tried VPN in order to get US IP for downloading from the US link but nothing worked.
I do not come from US or China I don't know if that has anything to do with me not being able to download data.
