arthas使用netty的ByteBuf没有释放导致netty堆外内存泄漏

### 重现问题的步骤

1. Base64Command 使用netty的ByteBuf没有释放导致netty堆外内存泄漏
2. TunnelClientSocketClientHandler 使用netty的ByteBuf没有释放导致netty堆外内存泄漏

Reproduce with the supplied Arthas 3.7.2, Linux, and JDK 8 setup, then verify both paths complete without ResourceLeakDetector warnings.
