Support circuit breaking according to statistics of other resources

```java
ClusterNode clusterNode = ClusterBuilderSlot.getClusterNode(this.getResource());
if (clusterNode == null) {
return true;
}
```

这里熔断降级是根据当前的资源进行降级的，期望能否把第三方的一组接口当成一个资源，如果一个接口出现异常或者时延较高，则对当前组的接口进行熔断降级。

```

期望也跟流控一样可以根据同一个origin进行熔断降级
