将数据持久化到nacos后重启sentinel控制面板获取不到规则

sentinel将规则持久化到nacos后，在控制面板添加修改规则都可以同步到nacos，重启后控制面板上面就没有获取到nacos的规则了，再次添加修改规则nacos又会同步到nacos，且规则不生效，什么原因啊
