[Bug] Rock Start Local

**Bug Description**
Rock如何在本地拉起, 应该提供CLI命令拉起rocklet, 并且更新对应quick start, 确保本地能拉起rocklet, 启动sandbox
另外, 应该调整ROCK_SERVICE_STATUS_DIR的值, 避免依赖根目录的/data, 尤其是对于mac环境
