Prevent expired participation keys from being deleted if state proof chain is stuck

## Context

If the SP chain is stalled _and_ part keys expire, the node will not be able to produce the signatures for the stalled SP period. We _can_ submit a fix that recovers the ability for those nodes to produce and propagate signatures after the fact, so this is a low urgency edge case.
