Reject voting key install if State Proof key is missing.

### Subject of the issue

When installing voting keys, an error should be generated if a required state proof key is missing.

For example, if you generate keys with an old version of algokey such that no falcon keys are included. If the user attempts to install this malformed file an error should be generated.
