When implementing participationRegistry.go I did not add a call to Record for the compact certificate key usage.
I think it would go in node.BroadcastSignedTxGroup and look for the compact certificate tx type, but am not entirely sure. If it does go there I'm not sure which account to use - do we simply take the sender?
In addition, we need to rename references from CompactCertificate to StateProof.
