Set Up Sandbox Integration Testing Alerts

## Summary
Sandbox is by far the easiest way to test different version combinations of Indexer and algod. We should create a nightly integration test to compare different versions of Indexer and algod to give us early warnings of integration problems.

## Acceptance Criteria
- Set up a daily trigger for the tests to run, preferably convert pipeline from Travis to CircleCI and set the cron up in CircleCI to build "master" branch on Sandbox
- Alert on failures in master branch to #devops-alerts slack channel
