Provide formatting configuration for IDEs

The default formatting rules in IntelliJ are different from the ones used in the codebase.

It's already something to have a maven plugin to enforce the coding style, but it would be even better to provide contributors with a configuration matching the rules enforced by the maven plugin.

Start by locating the Maven plugin configuration that enforces the codebase's formatting rules and review how those rules are represented. Provide an IntelliJ-compatible configuration matching them; the work is done when contributors can import it and obtain the same formatting enforced by Maven.
