"Globe-trotter" mode for dates

Currently it is very hard to set an inception or expiration date for:

- Ticket categories
- Promo codes

if your current timezone is different from the one of the event location. This a problem for organizers who constantly travel across timezones.

We should add the possibility to specify the timezone when entering a date/time in the form.

This can be implemented in the admin v2
