Add warning if browser is not supported

Angular, currently used in the public frontend, supports the latest two major versions of all browsers.

This is not a problem for major browsers (Chrome/Edge, Firefox) but it is a potential issue for Safari users.

We should find a way to add a warning message and a link to [BrowseHappy](https://browsehappy.com/)
