Create fragments that are Changelog entries but _not_ Release Note entries

From a conversation I had about changesets

but you still do want to capture it in a changelog (edited)
semver doesn’t offer any help for that
I almost wish that there was the ability to create an internal changeset:
`verset patch --internal "Switch deployment from US East to US West."`
