Interested, but little bit confused

I am little bit confused as how to install this thing, here are few things that confuses me.
a) Why this looks like mixed windows/linux tutorial. For example COM port number is windows thing if I am correct. The command export is bash/unix/linux native not windows. Yet the configuration is written for windows.
b) What's the use of Makefile here? Another more linux kinda thing then windows since it's used to compile and make packages.
