`[flags]` in the command summary placed wrong with `passthrough`

When you use `passthrough`, a summary like `Usage: foo [ ...] [flags]` is not accurate. Flags must come before the `passthrough` argument, so the summary should say `Usage: foo [flags] [ ...]`.
