Grab data directly from Riot's API

## Describe the ideal solution or feature request
Instead of inputting manually setting updates, the cli would parse the information from the API and calculate the tracking and forecast automatically.

## How does this tie into our current application?
Rather than having users enter in their information manually, the cli would parse from the api for a person's given account. Unfortunately, the [API](https://developer.riotgames.com/apis#val-content-v1) does not currently support that.
