Custom actions change tittle and function conditionally

Hello,
Do we have any solutions for changing the title or function of custom actions depend on the status of rows ?
For example:
- If the row have status PASS, custom action is named "Approved" and click to go to the next screen.
- If the row have status FAIL, custom action is named "Declined" and it has no function.
