[Popover] should probably calculate zIndex from computed styles to be above the modal if initiator is inside of modal

### Issue description

**Current behavior:**
Currently if modal zIndex is greater than zIndex of Popover, then it will display underneath the modal. Probably we should get Computed zIndex value and make popover value greater by 1.

**Expected behavior:**
Popover shall be displayed on top of modal
