nb-sidebar "state" should have preference over "compactedBreakpoints"

### Issue description
The compactedBreakpoints property have preference over state property in NbSidebarComponent. It should be the other way around.

**Current behavior:**
If the screen is wider than **'lg'** then, state="compact" is ignored.

**Expected behavior:**
If state = "compact" the NbSidebarComponent state should be "compact" independently of the screen resolution

**Steps to reproduce:**
Use a screen with resolution wider than **lg**
Setup the NbSidebarComponent with state="compact"

The sidebar initial state is **not compact**
