Switch to Angular CLI build system

The current implementation of Nebular build system is a super custom solution. It's very extensible but it's hard to support all the features required for the modern Angular library. That's why we need to switch to the Angular CLI build system.
Yep, we'll have to keep some sort of custom build process like themes prebuilt but it will be the only small part of the whole build process.
