Add localization to Datepicker or even to the Framework

### Issue description

**Current behavior:**
At the moment the Datepicker offers the names of Months only in English. It would be nice to have a way to change the language of it.
In general, would be nice to add to the following framework services:
- ThemeService
- MediaBreakpoints
- JSThemesRegistry
- LayoutScrollService
- LayoutRulerService

an extra service for the localization where it would be possible to configure the language which can be used by all the components of the framework such Datepicker, Chat and possible other future components.
