Redo the ci for Docker builds

The current ci to create automatically Docker Images out of new broker releases does not work. To debug the error and to provide better maintainability in the future, the ci process should be redone based on the current build and release process of https://github.com/aktin/docker-aktin-dwh.

- [ ] A bash build script, that creates local Docker Images (see example in https://github.com/aktin/docker-aktin-dwh/blob/main/src/build.sh)
- [ ] A new github workflow that executes the build script and publishes the created images on ghcr (see example in https://github.com/aktin/docker-aktin-dwh/blob/main/.github/workflows/ci.yml)
