Submit Button Hover Bug

**Describe the bug**
On the Become A Volunteer section of the webpage, hovering over the submit button is elongating it and it does not look correct.

**To Reproduce**
Steps to reproduce the behavior:
1. Go to 'Support Us'
2. Click on 'Become A Volunteer'
3. Scroll down the form and hover over 'Submit'
4. See error

**Expected behavior**
The button should glow/enlarge nicely/etc.
