[ React Migration ] Implement the title above hero image on home page

This issue is open to anyone who wants to contribute and is specific to the "reactdev" branch, where we are currently working on migrating the project to React.

The home page of the application currently lacks a title above the hero image, which affects the overall presentation and clarity of the page. We need to implement a title that provides context and enhances the visual appeal of the hero section. But the main page already has that title, so ensuring it follows the same pattern and design as the main project. It's important to maintain consistency with the project's structure.
