[ React Migration ] Implement the "Back to the top" button

This issue is open to anyone who wants to contribute and is specific to the "reactdev" branch, where we are currently working on migrating the project to React.

The request is to create a button that allows the page to scroll back to the top, ensuring it follows the same pattern and design as the main project. It's important to maintain consistency with the project's structure. Additionally, if possible, we would like tests to be written using vitest in order to achieve 100% test coverage.
